Ray Ghansham Persaud, 20, faces three additional federal charges in connection with hoax bomb threats over the last year at St. Thomas, according to a grand jury indictment filed Wednesday.
An all-clear for John Roach Center was issued at 10:40 a.m. Tuesday after the university received a bomb threat.
A bomb threat called in to the St. Thomas switchboard Wednesday morning led the university to evacuate McNeely Hall and other campus buildings and cancel classes for the day.
St. Thomas students flooded to McNeely Hall and the Groveland Community Center on Nov. 6 in St. Paul to cast their votes in the 2018 midterm election.
The Campus Engagement Election Project awarded a grant and assistance to St. Thomas to help encourage students to vote. CEEP is a national nonpartisan project that connects with students from colleges and universities and engages them in federal, state and local elections.
St. Thomas students did not turn out in large numbers to cast their votes at the on-campus precinct Tuesday.
